Summary:
Under the general direction of the court administrator, performs a variety of highly responsible, confidential and complex administrative duties for the court administrator, deputy court administrator, judges and financial manager; provides support for all divisions of the court in both simple and complex court matters; ability to make logical decisions, exercising appropriate judgment, based on knowledge of Court policies and procedures, court rules, and statutes, City policies and financial practices; provides varied, responsible and independent office administrative and secretarial assistance; records court proceedings as required; and, performs clerical support work as assigned.
Responsibilities:
Performs and coordinates a wide variety of complex and confidential tasks, activities and inquiries involving the court administrator, deputy court administrator, judges, magistrate and court personnel.
Understands management's objectives and decisions and makes appropriate judgments regarding the use and sharing of information Maintains financial records, and other administrative records according to State Court Administrative Office, City policy, contractual and legal requirements Provides assistance to internal and external customers for service and information, focusing on providing solutions without making additional referrals Utilizes knowledge of Court policy and procedures, court rules, statutes, City policies and procedures, as well as that of other units of government to develop appropriate response or referral when necessary Identifies and maintains appropriate working relationships with key individuals Compiles, analyzes and presents statistical data reflecting court activity in order to answer questions or support management decisions Assists in the preparation of reports, manuals and publications Adapts and adjusts behavior and work methods rapidly in response to new information, changing conditions and unexpected situations requiring attention and resolution Identifies and analyzes problems, making logical decisions and exercising appropriate judgment to recommend to management or independently implement solutions to organizational or individual problems Acts as a purchasing agent for the Court, processes vendor invoices for payment; requests purchase orders as required and assures conformance to City accounts payable and procurement standards and protocols Trains, counsels and evaluates subordinate court staff as needed Assists in reviewing or developing practices and procedures in accordance with local and state court policies as needed Assists with covering the duties of the financial manager in his or her absence Tests recording equipment before each court docket to ensure the system is working properly Monitors and electronically records all court proceedings including trials, preliminary examinations, sentencings, arraignments, hearings, motions, opinions, rulings and decisions, etc.
Monitors speaking levels and actions of witnesses, jurors, litigants, attorneys and other parties and advises them, as needed, to speak up or verbally respond to a question so that a clear audible record is made Maintains a daily log of court proceedings Prepares and distributes legal documents, correspondence, reports, notices and other forms as needed; proofreads prepared materials for accuracy, completeness and compliance with Court procedures, policies, practices and Michigan Court Rules Marks physical items introduced into evidence with exhibit stickers Ensures that all files and relevant materials are available for each case scheduled for hearing or trial; ensures proper signatures are attained and that documents are distributed to the proper offices or persons Updates case information into the case management system Coordinates interpretation services as needed during court dockets; uses broadcast saucer(s) to ensure calls can be heard throughout the courtroom; monitors locations of attorneys and parties to a case to ensure best call and recording results Assists in maintaining and distributing the magistrate's calendar information to internal court departments, other courts, police agencies, attorneys and case participants Responds to in-person, telephone, electronic and mail inquiries from attorneys, litigants, police agencies, other courts and the public Creates copies of video and/or audio files of specified court hearings using current technology when requested by litigants or their attorneys Files case files, ticket files, forms, cards and other documents both alphabetically and numerically in established filing systems Locates and retrieves case files, ticket files, forms and other documents from established filing systems Transports, carries, moves files to and from various locations within the Court Operates equipment such as:
court recording equipment, PC, calculator, fax machine, printers, copiers, telephones and shredder; Other duties as assigned by the judges, court administrator or deputy court administrator Preferred Experience or Education:
Experience with cash handling and financial accounting Experience working with court recording software Experience working with JIS case management system Experience working with court recording software, Zoom, Polycom and YouTube in combination to create a virtual courtroom Requirements:
Possess a high school diploma or equivalent At least two (2) years office or clerical experience in an office or court environment Pass testing requirements to be a certified LEIN (Law Enforcement Information Network) operator within six (6) months of employment and recertify as applicable Have no felony offense convictions Pass a criminal background check and drug test Possess considerable knowledge of court rules, regulations, policies and procedures Be able to understand and follow oral and written instructions Be able to work independently and to set priorities to meet deadlines Be able to work well in a team environment Possess attention to detail and accuracy in work performance Possess good organizational, filing, verbal and writing skills Must attain State of Michigan certification as a Certified Electronic Operator (CEO) within first (1) year of employment and recertify as applicable Have advanced knowledge of personal computer and office software applications (e.
g.
Microsoft Office Suite, Zoom, and Polycom) Be able to interact firmly, calmly and impartially with attorneys, litigants, witnesses and the general public Possess the ability to use sound judgment within established procedural guidelines Physical Requirements:
